
The Kamiina Wide Area Government Services Association, leveraging its more than 30 years in wide area administrative support, has initiated a wide area automatic certification service. It can now issue certificates of all kinds using the Basic Resident Registration Card. Maximizing the benefits of automatic issuing machines, the system has been highly praised as ahead of its time. The first trial use in Japan of these machines in a wide area issuing system for registry certificates has attracted wide interest.

The Inadani region in southern Nagano Prefecture offers views from the Southern Alps far to the east to the Central Alps far to the west. It comprises a broad basin extending north-south along the Tenryu River. Although called a valley (Inadani), it is not very wide, and historically was also known as a plain (Inadaira).
Inadani incorporates the present day Ina City and the area surrounding it called Kamiina, both having deep cultural and industrial links with each other since ancient times. So, considering the past movement of people and goods in this region, it may be said that the establishment of the Kamiina Region Wide Area Administrative Work Association in 1971 and the establishment of the Kamiina Information Center with its computer processing in 1978, were stages in a natural process.
The Kamiina Wide Area Government Services Association was established by the 10 (8 from April 2006) cities, towns, and villages in the region. Through the wide area government services association, they work in cooperation to improve each body and the whole region in a way they would be unable to achieve individually.
The Association serves a population of about 190,000 over an area of 1,348 sq. km. Its successful introduction of the wide area automatic issuing service using Basic Resident Register Cards (hereafter, “BRR Cards”), has been attracting attention from local authorities throughout Japan.
